		<description><![CDATA[I don&#039;t think a change in SAT or ACT scores is needed given the poor quality of education in public schools. At least the kids will have a chance to catch up during their freshman year. The program would work better if all students were required to hold a 3.0 GPA and colleges had to pay the money back if the kid did not finish the semester. 

A huge part of the scholarship program is wasted money. If a student gets a grant from the Lottery, pays the school of choice, then drops out, that money is wasted. None of the universities care, they already have the cash. If they had to pay the money back to the Lottery program it would force the schools to help the student, give them a good reason to stay, instead of pocketing the cash and saying better luck next time.]]></description>

I suspect the SAT threshold is &#039;way too high.  When I took it, the scores ranged from 200 to 800 for each of the two tests, Critical Reading and Mathematics. So 1550 is close to the maximum possible score of 1600. 

Ah, maybe the score includes the Writing Sample.  Then 1550 would be a liitle over average for the three tests together.  The bill doesn&#039;t say which tests are included.]]></description>
