What do you think about the decision by the three city councilors to send the Paseo del Norte reconstruction project to the voters, instead of directly approving the $50 million themselves?

What purpose do our elected representatives serve if they cannot make common-sense decisions for which they were elected?
Their refusal to approve the money either displays an incompetency in fulfilling their responsibilities OR displays political cowardice in doing the right thing despite minority opposition in their districts.
Anyone who has ever driven on Paseo del Norte and I-25 knows this is long overdue.
